The state released a document calling for the deepening of medical and health care system reform,i.e.,the “New Health Care Reform”,advocating for universal access to essential public health services.This meant that essential public health service programs were to be launched across the nation,with the government’s administrative authorities taking the lead by tasking grassroots-level medical institutions to provide free essential medical services for the local residents.With the gradual improvement of service quality,and the increasing demand from residents for essential public health services,the nationwide essential public health service has expanded the service coverage from nine categories in 2009 to what are now 55 specific services under 14 categories.The service is inclusive to all ages as well as unique population groups like the elderly,infants,children,and pregnant women.Against this backdrop,this study adopted the Smith policy implementation process model and carried out literature review,questionnaire survey and field investigation on the implementation of the essential public health service policy in Tongliao.The conditions of the policy implementation therein were then summarized and the existing problems analyzed from four aspects: the policy per se,the implementing authorities,the target population groups and the policy environment.Tongliao was deemed to have adopted an imperfect management system,generated inadequate driving force through its project implementers,lacked the needed headcount for public health service talents appointed in grassroots-level medical institutions,failed to address the low participation rate of target population groups,and suffered from the repercussions of an unfavorable policy environment for the implementation.In view of these problems,this study suggested relevant policymakers to optimize the policy’s contents in favor of scientificness and rationality,improve the policy implementation competence of personnel in the implementing authorities,optimize the workforce quality in grassroots-level public health institutions,reinforce online big data management,intensify publicity,and enhance the health awareness of residents within the area of jurisdiction.This study analyses the implementation of the basic public health service policy in Tongliao City by combining the Smith’s Policy Implementation Process Model and the New Public Service Theory,and then promotes the integration of the New Public Service Theory and the basic public health service policy in Tongliao City,enriching the research results of the New Public Service Theory.It provides some support for improving the construction of the basic public health service policy system in Tongliao City,and helps to optimize the implementation of basic public health service policy in Tongliao,so as to promote the equalization of basic public health services in Tongliao and further improve the health literacy of residents. |
