Research On The Problems And Countermeasures In The Implementation Of Rural Medical Assistance Syste

As a medical assistance system with the function of underwriting protection in the medical security system,after more than 20 years of development and progress,its beneficiary groups are constantly expanding and the system is constantly improved.However,it still needs further reform and improvement to ensure people’s well-being,enhance people’s sense of happiness and satisfaction,and guarantee the basic medical needs of low-income groups.Taking B District of A City as an example,this paper explores the problems and countermeasures of the rural medical assistance system in the process of implementation,and defines the concepts of the medical assistance system and the new rural cooperative medical system by means of questionnaire survey and interview in combination with the relevant achievements of domestic and foreign scholars in the research field of medical assistance system and the specific local conditions.A research framework based on social equity theory and social security theory is constructed,and the implementation of rural medical assistance system is investigated,and the status quo and existing problems in the implementation of the system are summarized.At present,there are still some problems in our medical relief system,such as low understanding of the system,insufficient maneuverability of the system,lack of relief fund,low level of legislation and frequent disorder of system operation.The paper analyzes the causes of the problems from five aspects: publicity and popularization of the system,content of the system design,fund guarantee of the system,rule of law construction of the system and operation and management of the system.At the same time,it puts forward improvement measures in line with the actual situation of the county government: Second,optimize the design of rural medical aid system,third,the operation and implementation of rural medical aid system,fourth,establish a stable rural medical aid financing mechanism,fifth,strengthen the legal guarantee of rural medical aid system.
