Research On The Implementation Of Medical Care And Pension Combined Policy In Shanxi Province

With the "silver wave" sweeping through China,China's old-age security service is faced with a grim situation in which the entire society is "not rich before it is old",the social security system is not perfect,and the development of urban and rural areas is unbalanced.The difficulties and challenges are complex and changeable.From a macro perspective,based on China's actual national conditions,the population of the elderly in China is large and shows a rising trend,bring huge pressure on China's medical care and elderly pension.There is a structural imbalance in the provision of social medical care and pension resources.At the micro level,the realistic factors including weakened family pension function,a large number of disabled elderly people,separation of institutional pensions and medical needs of the elderly,large hospitals cannot provide long-term inpatient services for the elderly,which put forward new requirements for the elderly's medical endowment insurance.Therefore,the exploration of the “combination of medical care and pension” and the integration of two important social resources for medical care and pensions have become the only way for the reform of old-age care for the elderly.This paper mainly takes the problems existing in the implementation process of the combination of medical care and pension in Shanxi Province as the logical starting point of the research.From the perspective of institutional analysis,it studies the implementation of local government medical care and pension combined policy,uses game theory and Smith's policy implementation process model as theoretical basis,and combines with an empirical analysis of the specific practice in Shanxi Province.This article first defines the related concepts of the implementation of the policy of medical care and pension support and introduces related theories of institutional analysis.Then,a systematic analysis of the current status of the implementation of the policy on the combination of medical care and pension in Shanxi Province was carried out.The results showed that in the process of the implementation of the policy of medical care and pension support in Shanxi Province,there were still general policy ambiguities,poor institutional coordination,and poor policy publicity,high implementation costs and difficult to supervise implementation.The analysis of the causes of the problem mainly focuses on the five major areas: policy itself,implementing agencies,target groups,policy resources,and supervision.In addition,it tries to give feasible countermeasures and suggestions as follows: improving policies,regulating the distribution of powers and responsibilities of departments,strengthening propaganda,nurturing talents,introducing market forces,and strengthening supervision.The deep promotion and implementation of the policy on the combination of medical care and pension will be beneficial to the long-term development of the medical service for the elderly.It is conducive to the formation of a new model of old-age care in China.It is helpful to achieve efficient use of resources.It provides a more solid protection for the elderly's life and it's beneficial to fulfill elderly's pension.
