Research On The Implementation Effect Of The Assistance Policy For Children’s Critical Illness In Shantou

A strong youth means a strong country.The protection of children’s health and the improvement of the social security system are directly related to the development and stability of China’s society.Only by establishing the medical security system for children can the social security system be further improved.Health is the most basic guarantee for our human development,and it is a basic right that everyone should have.However,as a physiologically vulnerable group that most needs health care,there are still a large part of children who cannot even be guaranteed the most basic right to health,which is caused by the lack of a complete and mature medical security system for children.Children’s health insurance has been in the stage of family security for a long time,which undoubtedly increases the economic burden of the families of the patients with critical illness.In 2002,the new rural cooperative medical care was implemented.In 2007,along with the promotion of "universal medical insurance",the basic medical insurance for urban residents began to enter the pilot stage.Until2013,the basic medical insurance for urban and rural residents was gradually integrated.In the Government Work Report of the State Council in 2010,Premier Wen Jiabao proposed to "carry out a pilot program to provide medical insurance for rural children with leukemia and congenital heart disease,and do our best to provide more help to these unfortunate children and their families".In April of the same year,the General Office of the State Council issued the 2010 Main Work Arrangement of the Five Key Reforms of the Medical and Health System,requiring the Ministry of Health,the Ministry of Civil Affairs and the Ministry of Human Resources and Social Security to carry out the pilot medical insurance for children’s critical illness such as childhood leukemia and congenital heart disease.In 2012,It began to aid of children’s critical illness policy pilot work in Shantou.Until2020,benefit the people of thousands of people,per capita actual compensation proportion is as high as 80%,to solve the critical illness children because of the high medical costs the plight of delayed diagnosis and treatment of disease,protect the child’s health needs,reduce the economic pressure of patients’ families,to promote the harmonious development of the society.On the one hand,the purpose of this study is to find out the problems in the implementation process and put forward suggestions for improvement,so as to perfect the children’s medical security system in Shantou.On the other hand,it provides some reference for the cities that have not carried out the pilot work of the relief of children’s critical illness.In this article,it will use on the social justice theory,new public service theory and the theory of welfare pluralism,combined with literature,set up the evaluation index system of the Assistance Policy for Children’s critical illness,by adopting the combination of the assessment and value assessment evaluation pattern,collected in 2012-2020 years the relief of children critical illness benefit passengers,hospitalization expenses,compensation fees and other relevant data,Principal component analysis was used for analysis.At the same time,under the premise of the principle of interest,the principle of purpose and the principle of operability,from the three dimensions of efficiency,fairness and sustainability,the corresponding indicators were selected from each dimension,a total of16 evaluation items,and a questionnaire was prepared to evaluate and analyze the implementation status of the policy for children with critical illness in Shantou.In addition,further in-depth research was conducted through expert interviews.Results show that a bailout of shantou city children critical illness policy in alleviating phenomenon of poverty due to illness on the policy objectives of has certain effect,but there are still low compensation level,the fundraising channels,single,handling process trival,and the popularity of policy issues,should be diversified to raise funds,encourage social relief policy of enterprises and organizations support children critical illness,To improve the sustainability of the assistance policy for children’s critical illness through donation and other means,expand the scope of assistance for diseases,increase the amount of assistance for diseases,simplify the handling process through one window or online application and remote "one-stop" settlement,and increase the propaganda of the policy.So as to achieve the effect target of children’s critical illness assistance policy.
