Research On Medical Assistance System From The Perspective Of Public Policy

As China's economic system reform developing, some social problems have become more apparent and medical assistance of vulnerable people is one. How to formulate and implement medical assistance policy better and alleviate vulnerable groups'medical problems effectively has become a research hotspot of the research and exploitation in recent years. Wujiang City is affirmed by the Ministry of Health and obtained the social widespread approval for the most investment and the highest level of medical aid within the county. This paper uses case study methods as interview, field investigation, questionnaire and second-hand material collection to analyze the experience and insufficiency of Wujiang City's medical assistance policy, based on Social Justice Theory, Public Goods Theory, Social Security Theory and Institutional Change Theory. According to the case, this paper puts forward some policy suggestions for medical assistance system: create positive policy environment, expand medical fundraising channel; improve policy content constantly, design scientific medical assistance system; make the management of medical assistance reasonable, integrate departments'resources; diversify policy executive bodies , establish comprehensive hospital mode; establish evaluation mechanism, grasp the medical assistance information; promote the policy propaganda, strengthen policy supervision; Treat policy difficult problem correctly, consider the diversity of the crowd; Insist on sustainable development, combine medical assistance and the basic medical insurance system.This paper consists of four parts; the first one introduces the research background, research significance, research thinking and research methods. In the second part, this paper expounds the basic concepts: the medical assistance, vulnerable people medical assistance, health policy and public policy process model and the theory tools: Social Justice Theory, Public Goods Theory, Social Security Theory and Institutional Change Theory. The third part introduces the case about Wujiang City's medical assistance policy and summaries the experience and insufficiency of the medical assistance system. According to the case reference from four links of the policy process, the fourth puts forward policy suggestions to perfect China's medical assistance policy.
