Study On The Executive Power Of Local Government From The Perspective Of Service-oriented Government

The report of the 18th CPC National Congress clearly pointed out:In order to deepen the reform of the administrative system and create functional science,structural optimization,clean and efficient,the service-oriented government with people's satisfaction,we must innovate the administrative management methods,improve the credibility of the government and the executive power.In the text of "Implementation is the key",General secretary Xi Jinping proposed to forcefully strengthen the construction of executive power.Service-oriented government is regarded as a new administrative model,which has become the goal of government reform and innovation in China,and the construction of service-oriented government has become the goal of local governments at all levels in China.Local governments at all levels to speed up the process of building a service-oriented government,the executive power is the key factor.Lack of executive power seriously affects the effectiveness of government,undermines the credibility of the government,loccal government executive power directly determines the success or failure of the construction of service-oriented government.From the perspective of service-oriented government,the scientific analysis of local government execution performance and the reason and finding effective countermeasures to enhance the executive power of the government,has the important theory and the practical significance to build a service-oriented government under the concept of the people,to enhance the ability and level of local government public service,and to solve various social problems well in transition.At present,the academic research on the construction of service-oriented government and the executive power of the government is fruitful,but from the perspective of service oriented government,to link the two together to analyze the problem of the executive power of the government is not much.From the perspective of service-oriented government,this paper discusses the problem of local government executive ability.First,this paper analyzes the basic situation of the execution of the government at home and abroad,points our the research ideas and research methods,possible breakthrough and innovation;the connotation of service-oriented government and characteristics are described,the executive power of the local government has been defined in detail.Secondly,it analyzes the relationship between the construction of service-oriented government and the government's executive power,and emphasizes that the government executive power is the key factor of the construction of the service-oriented government.Again,through an example,the paper focuses on the performance of local government executive power which is not strong,and points out the main reasons for the lack of executive power.Finally,based on the problem oriented,it puts forward five aspects of the countermeasures to effectively enhance the local government executive power.
