CHS was developed in Europe and America the advanced countries in the 60's. CHS is already recognized as the best basic medical service pattern by the various countries. It provides a kind of integration service with facing to the community, taking the family as the unit, taking individual as the centre. CHS of the city is a social welfare enterprise which establishes under the government lead, is a strategic action in our country health reform and the developing process, is the important tache and the constituent of the city medicine health system reform. Developing the city CHS is the government's important responsibility. At present, the start development of our country's CHS already marched into crucial phase, some cities have already carried on the theory and the actual operation exploration, but generally speaking, there also has a series of problems to hinder it further development. The government has the responsibility to solve these problems, only then fully displayed the government function, CHS can surmount the stage which at present locates and obtain continuous development. Therefore, the research of government function in the development of the city CHS has the extremely vital significance.The thesis first has located government's role in the development of the city CHS. I thought the government should be responsible for the city CHS development making policy, laws and regulations, macroscopically regulating and controlling hygienic resources, supporting the finance as well as managing and supervising the work. Through the model of overseas some developed countries' government related experience and method of city CHS development, I proposed countermeasures to promote our country's city CHS development: first, improve cognition; second, constitute all classes of sanitation managed system and policy guarantee; third, constitute service network; fourth, carry out the market operation; fifth, consummate fund-raising system; sixth, consummate compensation system; seventh, bring up eligible doctor and nurse; eighth, consummate transferring patient system.The thesis's value lied in analyzing the development of city CHS from government's height, locating government function from the role in the development of city CHS, analyzing in practice, through the literature collection, the thorough interview, the spot inspection to reveal the insufficiency of government function in the development of city CHS, then adopted the method of comparison research, and pointedly profited from overseas some developed countries' governments with the success experience and method, proposed the corresponding countermeasures. At present, the development of our country's city CHS is still at the start stage, the question that how to form the religious theoretical model or the movement pattern which might imitate enable the government function to be obtained the effective display is for further thoroughly studied.
