On The Building Of Public Service Oriented Government From The Perspective Of Public Health

From the 1970s, the Western countries have been on the road of their government innovation. They are changing the government s function from "the center of the government" to the center of the public needs", which focuses on public service. Public service has been attached more and more importance since then. The quality and level of government public service orient the innovation of most of the governments, which focus much more on the creation of a quick and effective public service system. Objectively, in the past, Chinese government put more attention on the economic development, while ignoring the development of the society and public service. In the crisis of SARS in 2003, some local government can't handle the serious problem immediately. It shows t the economy function stronger than public service function which is the current situation of functions of our government. What we can learn from the SARS is the government should give priority to the public service function. So that we can deal with all kinds of emergency cases effectively and make the society developing smoothly. The government who is liable should take the liability of the first instructor. At the same time, the crisis of SARS also shows us the weakness of government in public health and the imperfections of the medical system. First, the expenditure of public health makes up very low percent of the budget of state. And the percent still drops year by year. It is far lower than the developing country. Second, the range of the citizen health insurance is not wide. Third, the problem of rural public health system is very serious. The medical level islower than the level in 1960's. So the government must increase the state investment on medical health, and establish the medical security system according with our current situation. Meanwhile we should strengthen the legal system of public health. It is benefit to give full play of government and regulate the behavior of medical institutions and medical workers.The article begins with the brief introduction and analysis of the definition, theory. Then it makes a further investigation on the system of public health, which is one of the most important contents of the public service. It analyzes the circumstances and problems of the system of public health. Finally it comes up with the way and consideration of improving the government's public health system based on the analysis of the local government's public health system. And points out the shortcoming of this research and anticipates the direction of development in future.To ensure the research more precisely, the article mainly adopts the following methods: combining the theory and the practice, comparative research, qualitative analysis and quantitative analysis and field research.
