In August 2012,the six ministries and commissions under the state council(the national development and reform commission,the ministry of health,the ministry of finance,people club department,the ministry of civil affairs,circ)joint mandate the implementation of urban and rural residents of a critical illness insurance work instruction opinion,which pulls the prelude of the nationwide administration buy the urban and rural residents a critical illness insurance service.It is a beneficial exploration for government purchase of public services in the field of social security,and it is a strong sense of measures using the insurance mechanism to transform government function and innovate social governance.Marked achievements were scored in the urban and rural residents of a critical illness insurance policy for three years and problems coexist,summarize the existing experience,crack development problem,full implementation of services in the policy and the government public service theory as the research purpose.This paper focus on the operational situation of government purchases status of critical illness insurance service,integrated using of structural interview,field investigation,literature analysis,theoretical analysis and a variety of research methods,using the theory of governance,privatization and contract management as the theoretical basis,analyzing the problems existing in the system level and operation level,and finally we put forward some related policy suggestions from four aspects that the conceptual change,perfect mechanism,sound system and ability to promote for the government to purchase critical illness insurance services.This paper consists of five parts.Firstly,in this paper,we define some related concept of purchasing critical illness service of government.Secondly we summarize the basic situation of purchasing critical illness service of government including its origin background,the key points of policy,the main results and significance,and focus on the reality analysis of commercial insurance institutions to undertake critical illness insurance within urban and rural residents.Then,following the contract management logic,we dynamically analyze the main problems and reasons in contract performance,contract termination and dispute processing in purchasing critical illness service of government.Finally,sticking to the existing problems,we put forward some suggestions in the following collaborative interaction aspects:practical changing ideas and clarify the functions of the government;completing the relevant policies and regulations,continuously optimizing operation mechanism;establish and implement strict supervision and assessment system;improving the participation ability of government,commercial insurance institution and citizen.With the above steps,we hope to innovate the changing of government function and methods of public service supply and act on the modernization of government management ability and management system.
