Thesis On The Ship's Statutory Survey From The Perspective Of New Public Service

The ship's statutory survey is still in the development stage, there are many problems in statutory surveys during the execution of the supervision and management of the ship. Under the service-oriented government building wave of new public service theory advocated the importance of democratic citizenship citizens by the American Public scientist Denhardt. He stressed that the service, leadership, coordination and other functions of public welfare. The new public service theory can be the reference and guidance to the ship's statutory survey in our country.This paper is divided into six parts. Chapter 1,The introduction part,describes the background and significance of the ship's statutory survey, defines related concepts, introduces the domestic and international research, ideas and methods. Chapter 2, introduce the new public service theory, describes the background, origin and implications of the ship's statutory surveys and theoretical analysis it. Chapter 3 describes the evolution and current situation of the ship's statutory surveys. Chapter 4 summarize our statutory surveys institutional settings, the pursuit of value terms, confirmation of responsibility, citizenship, service concept and other problems from the perspective of new public service theory, and analyze the causes. Chapter 5 conducted presentation, comparison and summary of ship's statutory surveys in the developed areas. Chapter 6 summarized inspiration of new public service theory on Chinese ship's statutory surveys, provide theoretical provision for ship's statutory surveys of optimization mode reference new public service theory core ideas.Under the guidance of the core concept of the new public service, the core issues of ship's statutory survey were analyzed, and following five aspects of the main inspirations are drawn. First, China's ship's statutory survey institution is unscientific which appears as “more management than service". With the transition from “regulation-oriented government" to "service-oriented government", accordingly, the government should always take it seriously for serving the people, making it clear to define functional departments as well as supervision departments for advanced reforms within systems and public administration, Second, the benefits and values pursued by officers serving for departments ship's statutory are improper, which appear as “more profits than public welfare". So, the government should be of enhancement to public interests, exerting much more force onto cultivating and guiding attached policies. Third, government has not caught the point sufficiently to judge responsibilities and duties in ship's statutory survey yet, which appears as “more regulation than coordination”. After that, the government should push deeper in work of studying scale of statutory surveys, combing lists of public power, abolishing unnecessary administrating burdens, heading to coordinative guiding functions, consequently, make responsible administration. Forth, it is hard to say legal rights and policy process are as democratic and accessible as what we should have had, which shows ”more compliance than engagement”, ”more institutionalism than humanism”, ”more consumers than citizens”. Due to those challenges, the government should respect people s democratic civil rights, build channels for people to engage governance of ship's statutory survey, leading basic systems more democratic and positive rather than exclusive and negative. Fifth, aiming to solve the dilemma of low efficacy and unequal service provided in ship's statutory survey, the government should not only put humanism as premium perceptive, but also keep itself changeable and flexible to adjust to alternative circumstances with scientific management and administration.Actually, the key point of ship's statutory survey is service beliefs and service regimes, which rationally, acting as hard tackle if it can be enhanced led by NPM. So, we should take people and public interests as core roles when making plans and policies among regime of ship's statutory survey, lead the government balance reforming trends between market and society consecutively, and bring the basic values back to service and public interests.
