Research On County Public Service Supply Under The Background Of New Urbanization

New urbanization is required that governments should pay more attention to the quality of city development and the living standard of residents than the economic growth.At the same time,in supplying of public services,governments should transfer from “stressing quantity,but neglecting quality” to emphasizing the quality and equality.Under the background of new urbanization,governments' supply strategies should be changed to meet citizens' diverse needs of public services.How to make the supply of public services keeping up with the pace of new urbanization is becoming urgent.Studying on the supply status of public services in counties is essential to the effective supply of public services and the construction of the new urbanization.Starting from the new urbanization policy,this paper mainly analyze the supply status of public services in counties.As a representative county in the construction of the Central Plain Economic Region,we select county W as our researching object.Through in-depth interviews and observations,we learn about the supply status of public services in county W and the changes in supply strategies under the background of new urbanization.Then we analyze the problems existing in the supply of public services of this county and the gap between the status and the requirements of the new urbanization and find the factors that affect effective supplying.Finally,we propose suggestions on supplying of public services in this county according to these problems and influencing factors and enlighten other counties.Research findings: since the new urbanization was put forward,there are many changes in the supply of public services in county W,such as the government's supply philosophy,supply producers,supply objects,supply methods and so on.But there are still many problems,such as insufficient supply,low supply efficiency,unbalanced regional supply,imperfect supply mechanism and so on,which lead to the dissatisfaction of citizens' actual needs and the mismatching with the new urbanization development goals.The reasons are as follows: the deviation of government concept,unreasonable system design,the big difference between urban and rural demands,the game of multi center,the lack of effective competition mechanism etc.On the basis of analyzing problems and reasons and according to the service-oriented government theory,we propose suggestions on how to promote the balance of supply and demand,how to promote the balance of supply between urban and rural areas,how to optimize the path of public service supply and how to achieve the reasonable supply under the background of new urbanization.As an important county in the construction of the Central Plain Economic Region and a pilot county in the construction of the new urbanization,county W's experience has certain reference significance to other counties and can contribute to promoting researches on public services supply in counties of our country under the background of new urbanization.
