Public hospitals are the main part of social medical service system, which cannot be replaced by other public institutions. As public-benefit institutions, public hospitals are built for social benefit and welfare, providing basic healthcare security for the public. Nowadays, as the society progresses and the economy develops, the medical and healthcare system reform in our country has become better but the disadvantages of public hospitals began to appear and some deep-level issues draw the public attention, which poses a challenge for the management and service of public hospitals. Thus, how to conduct the service management and management system reform and how to make the balance between serving for social benefit and serving for self-development can largely influence the medical and healthcare system reform and the development of medical and health services in China.Starting from service management reform in public Chinese traditional medicine hospitals, based on the present situations in medicine and healthcare system in China and on the social duty that public hospitals serve, the research analyzes the problems and conflicts in the development of public hospitals. The research shows that public hospitals have problems in these aspects: the imperfection of government regulation,the unreasonable medical resource allocation in public hospitals,the imbalance between supply and demand, the poor service and the inadequate incentive mechanism. The research takes the development of typical public hospitals' management in Britain and Germany as examples, trying to find out some successful experience, which is suitable for the public hospitals in China.At last, the research tries to provide some suggestions for the service management reform in public hospitals based on the successful cases both at home and abroad. The suggestions are offered according to these three aspects: 1.The government should provide proper policies to guide and support public hospitals.2. The management system should encourage public hospitals on their reform. 3. The public hospitals themselves should optimize their management and reform.
