In the context of reform of medical and health system,Chinese public hospitals,which kept monopoly for a long period,are confronted with problems such as low service efficiency,high human resource cost,and low capital usage rate.It is gradually disintegrating.The application of meticulous management in hospital management and fine management in hospital management is conducive to improving the efficiency of hospital management and improving the level of hospital management.At present,how to provincial public hospitals from the management system,structure and management ability,methods and other aspects to reform,find accord with national conditions,and situation of medical and health system construction.It is of great significance to seek long-term sustainable development of public hospitals.This paper studies the importance and necessity of implementing fine management in public hospitals under the background of the new medical reform,and introduces the specific measures to be taken in the implementation of fine management.From aspects of the reform policy,the reform of public hospitals to carry out research,analyzes the status of provincial public hospital management,combined with a reference hospital fine management experience at home and abroad,proposes countermeasures and Suggestions to perfect the public hospital management at the provincial level.The article is divided into seven chapters,among which: the first chapter is the introduction;Chapter two is an overview of relevant theoretical basis;The third chapter summarizes the connotation and present situation of modern hospital refinement management.The fourth chapter is the provincial public hospital management analysis under the new medical reform situation;Chapter five is a reference for the management of public hospitals in other provinces in China.Chapter six is the case analysis of J hospital;Chapter seven is the conclusion and prospect.In this article,through the empirical study found that public hospitals at the provincial level in China is in a transition stage of development,management and technical level leading but significantly lower than the foreign management level hospital and sino-foreign joint venture hospital,the hospital management level has yet to be perfect.The main problems are lack of understanding,lack of expertise in human resources,weak foundation of cost management and information platform.On this basis,this paper proposes to establish scientific management system,pay attention to improve service quality,strengthen cost budget management,laying solid foundation of human resources,financial and fine management,build modern information system management measures,etc.And proposed in this paper,based on the latest push for health care policy and based on social capital,the introduction of public hospital management of the new development model may be the subsequent provincial an innovative breakthrough in the development of public hospitals.
