Since March 2009,the opinions of the CPC Central Committee and the State Council on deepening the reform of the medical and health system have opened the curtain of the new medical reform.In recent years,the problem of "difficult and expensive to see a doctor" has become the focus of society,and the core work of the new medical reform is the reform of public hospitals,and the focus of the reform of public hospitals is the reform of medical service prices.Therefore,how to strengthen and optimize the medical service price management in public hospitals has become an urgent issue.There is no doubt that the medical service of public hospitals is public.It is one of the carriers for the government to perform the public health function,and it has a direct relationship with the supply of public health products,the reform of medical service price management in public hospitals has become an important part of the new round of medical reform.Although there are many factors that affect the price of medical service in public hospitals,the policy guidance of the government is an indispensable factor.On the one hand,the price of medical service in public hospitals should reflect its characteristics of commonweal,on the other hand,the particularity of hospital service makes the price of medical service in public hospitals be influenced by market competition and service cost.Therefore,this article uses the public product theory,the Labor value theory and the price regulation theory,carries on the discussion to the Henan Province Public Hospital Medical Service price management optimization question under the new medical reform background,has the research significance and the practice value.Under the background of the new medical reform,the reform of medical service price management in Henan public hospitals is embodied in the combination of unified leadership and grading management,refinement and standardization of medical service price items,the realization of transparent pricing of medical service price items,the implementation of zero drug bonus and the elimination ofconsumable bonus.It shows that the reform of medical service price has achieved remarkable results.But reform will not happen overnight.At present,the following problems still exist in the medical service price management of public hospitals in Henan Province: The Medical Service Cost Accounting Mechanism is not perfect,some medical service price items are not standard,the management mode of the item price limit is not suitable to the target of the price adjustment,the price dynamic adjustment mechanism is not scientific and the price adjustment of medical service is not timely.The reasons are mainly related to the following factors,such as the low government financial compensation,the lack of knowledge ability of the price management department,the lack of government supervision on the price of medical services,and the inelasticity of the price adjustment mechanism.The idea of optimizing medical service price management in public hospitals in Henan Province is to actively learn from the beneficial experience of medical service price reform in public hospitals in Hebei,Jiangsu,Shanghai,Xiamen and other provinces and cities.At the same time,in the light of the actual problems and their causes,this paper explores specific ways to optimize the price management of medical services,including: First,carrying out full cost calculation and strengthening the economic operation and management of Public Hospitals;We should rationally adjust the structure of medical service price items and reject "one-size-fits-all";third,we should adhere to the ceiling price of basic medical service price items and rationally allocate medical resources;fourth,we should establish a dynamic mechanism for adjusting medical service prices,to maintain the sustainable development of the hospital;Fifth,to strengthen the hospital's internal price management,and to safeguard the interests of both doctors and patients.Sixth,strengthen the government's financial compensation and regulatory functions,pay attention to professional training.
