Medical and health care has been a common concern of people all over the world.For any country,the reform of medical and health care will affect people’s nerves.Medical and health care reform,with its unique particularity,is a difficult and complex project and a very important problem that troubles every country.China began a new round of medical and health reform in 2009,focusing on public hospitals,which is also the biggest difficulty in this reform.Public hospitals at the county level in medical institution plays an important role in our country,taking for the heavy burden of rural residents to see a doctor,to a large extent reflects level of health services at the grass-roots level in our country,the success of reform of public hospitals at the county level cities of our country public hospital reform has very important influence,but also about the development of rural grassroots rural medical system in our country.Based on the analysis of the reform of public medical institutions in shuangfeng county,this paper finds out the difficulties and deficiencies.On this basis,it also provides specific Suggestions for the further implementation of the reform in shuangfeng county from several important dimensions.Firstly,this paper summarizes the exploration and practice of county-level public hospital reform in China,and reviews the reference significance and Enlightenment of some representative models of county-level public hospitals in China.Secondly,taking ShuangfengCounty in Hunan Province as an example,this paper summarizes the current situation and initial achievements of the new medical reform of public hospitals in Shuangfeng County from the aspects of social economy,medical and health situation,county-level public hospital reform and so on The main problems in the medical system reform of the public hospitals in Shuangfeng County are analyzed in depth,which are mainly reflected in the insufficient service capacity of the public hospitals at the county level,the difficulty in the implementation of hierarchical diagnosis and treatment,the lack of hospital management system,the imperfect compensation mechanism,the shortage of hospital talents,etc.;finally,the feasible countermeasures and suggestions are put forward for the medical system reform of the public hospitals in Shuangfeng County to adhere to the county level public The key point is to establish the public welfare of the hospital and strengthen the service ability of the hospital.The key point is to promote the management of the hospital,promote the hierarchical diagnosis and treatment system as a whole,improve the compensation mechanism,strengthen disease prevention,maintain the health of the masses,and establish a sustainable modern management system of county-level public hospitals.
