With the start of a new round of health care reform, the country has made it clear that it is important to strengthen the public welfare of public hospital and to make further efforts on more reliable and convenient medicine services for the majority of people in order to reduce the huge cost of medicine and solve the increasingly serious problem that it is very hard and expensive to see a doctor. The reform of the public hospital clearly defines the responsibility and function of the further improving of the health care system, optimizing of the structure and layout and enhancing duties and functions of hospital in every levels which promotes the rational flowing of medicine resource. Therefore, it requires public hospital to focus on both social and economic benefit. However, the public hospital can only by virtue of their own decisions to develop themselves at this period. In this way, each hospital managers must be responsible for their profit and loss which results in a serious imbalance of the health care resources. In recent years, some large hospitals aim to optimize the allocation of health resources which actively explore the development way of the reforming of hospital collectivization by means of hosting and collaboration management according to the requirements of regional health planning. The partition criterion of hospital collectivization can be divided into vertical, hosting and collaboration according to the management model. The hospital group vertical management of public hospital has unique advantage in promoting the rational flow of medical resources.This paper, taking Ningxia Medical University General Hospital as the research object, through fiel d research methods such as surveys and interviews, analyzes the status of the hospital group vertical ma nagement quantitatively and qualitatively and proposes the problems exist in the aspects of management , human resources, culture and others in vertical management of Hospital Group. Meanwhile, the root ca uses of the problems are also analyzed from the aspects of ideological understanding, organizational stru cture, management system, which served as a basis for the suggestions to improve the overall operation al capability recommendations to the hospital, hoping to provide a development breakthrough proposal t o promote healthy and sustainable development of the hospital while having scale expansion.
