As the reform of health system and public hospital institution in China further deepens,it is time to design a suitable developmental path for the public hospitals in the aspects of not only management system but also business activity modes.The payment management system is one important part of human resource management in a hospital.It is vital to build a new fair and complete payment system in order to retain and attract talents,improve initiative and enthusiasm of faculties in hospital,satisfy their request for a rational return to their labor,promote social welfare by non-profit institutions,motivate employees to embrace hospital culture,cultivate their higher spiritual realm and improve hospital management.This study used the Third Hospital affiliated to Dalian Medical University as the research object.Guided by payment related theories,we made detailed analysis into hospital payment level,structure and system through questionnaire and interview.A number of problems were found related to compensation management,performance appraisal,compensation management incentive effect,and the growth benefits of the hospital.Possible causes of these problems were analyzed according to the actual situation of the hospital.According to the result of this study and present situation of the Third Hospital affiliated to Dalian Medical University,we came up with several suggestions about how to build an optimal salary system according to developing strategy of the hospital and faculties' situation,how to build a performance appraisal management system by developing performance evaluation method and establishing performance evaluation indicators,in the aspect of salary system,how to establish a reasonablecompensation incentive management system byusing a variety of incentives to improve the level of hospital salary incentive and the corresponding compensation according to the needs of employees,andin the aspect of hospital growth and welfare,how to provide a variety of hospital benefits in order to achieve a double-win vision for both development of hospital and growth of personal.Through the investigation of the salary management of the Third Hospital affiliated of Dalian Medical University,this study analyzed the problems in the hospital and came up with solutions accordingly.The aim of this study is to arouse the enthusiasm of the hospital staff,put hospital into a better developmental path in the background of the new medical system and hospital institution reform,and provide a reference for similar public welfare units.
