Emergency Management Of Local Civil Airport

As the economy of our country grows rapidly,the airplane has become one of the most popular means of public transport.High passenger volume increases the probability of emergency incident,which brings a lot of new challenges to the development of civil aviation industry.Local civil airport,the main service field of whole civil aviation industry,needs to provide convenient and fast transport service on the premise of 100 percent safety,undertaking enormous managing stress.In respect of its speciality,emergency incidents happened in the airport have its own characteristics since the initiation factors are more complex.Although the government and industry authority have released correspond laws,regulations and emergency plans referring the categories of civil aviation emergency incidents,in general,the categories are either too limit or too abstract,not considering the new development of civil aviation industry.With the accelerating pace of economic globalization,civil aviation industry has entered the new normal.Right now,China is in a period of social transition,social contradictions are increasingly violent,result in kinds of extreme violent incidents.Especially after 911 attacks,airport and civil aircraft have become the priority of the terrorists.Therefore enhance the analysis of categories of civil aviation emergency incidents,clarify the categories and characteristics of emergency incidents under the new situation is the key to improve the local civil airport emergency incidents management.In 2010,according to national civil aviation structural reform plan,Wenzhou airport carried out localization reform.After localization,the airport has played a leading role and become the powerful engine of Zhejiang economy.Attracting more attention and investment of local government,Wenzhou airport has fulfilled great-leap-forward development with more openness and publicity.But rapid development conflicts with outdated emergency management system.It is a puzzle to be solved to find a new emergency management system and mechanism catering for development of local airport,which can improve coordination between airport and local government,combine different resources to ensure the emergency management going smoothly.This paper attempts to analysis the causes,categories and characteristics of civil aviation emergency incidents based on the domestic and foreign situation,in order to clarify the mains threats that the local civil airport emergency management is facing.Starting from the situation of emergency management of Wenzhou airport,the theory of social conflict,risk society and risk management were used integrated,and then leading to an objective analysis of both the achievements and the problems of the Wenzhou airport in emergency management,analyzing the reason of from prevention and preparation,immediate handling,aftermath and restoration and other aspects.Then the paper drew on the experiences of the airports at home and abroad such as US,Germany,Hong Kong and Shanghai,extracting factors which would be beneficial to our country’s emergency management of local civil airport.Based on the above study,the author proposed countermeasures to enhance emergency management system of Wenzhou airport according to Wenzhou airport’s own characteristics by improving the emergency plan system;establishing the emergency management organization framework;unifying commanding system;enhancing coordination of airport and local authority;building a efficient emergency response team.
