With the rapid development of social science and technology,civil aviation transportation has become an important way for people to realize fast travel across regional restrictions.It is the global communication and interconnection that leads to the outbreak of various compound emerging risks,which brings great challenges to airport emergency management.In particular,the outbreak of COVID-19 in recent years requires that airports,as epidemic prevention centers,have to improve and optimize the existing emergency management level to adapt to the current severe risk environment and constantly improve the ability to prevent and defuse emerging risks.Based on the discussion of the fourth Plenary Session of the 19th CPC Central Committee on emergency management as the research background,in order to face the risk society,the current emergency management work should be constantly improved and optimized,through innovation theory,integration of resources,the establishment of a set of emergency management system from risk prevention to governance.Under the guidance of the theory of crisis management stage division,this paper uses literature method and interview method to sort out the current situation of emergency management of Y International Airport from the three stages of emergency management before,during and after,and then excavates the existing problems and analyzes and summarizes the causes of the problems.Finally,under the guidance of the theory of division of crisis management stages and the theory of holistic governance,countermeasures and suggestions are put forward to optimize the existing problems of emergency management of Y International Airport,which also provides reference for the optimization of emergency management capacity of local civil aviation airports of similar size in China and Y International Airport.
