Information technology has been supporting and affecting the safety and operation management of civil airport in depth. At present, most of airports have built platform of information to assist the management of airport on the aspects of business operation management, administrative management, financial management and physical assets management. However, most airports are still lack of special information system on emergency management. Hence, it has been one of urgent tasks for airport operation management to build information system of emergency management and service platform at the core of Airport Command Center. The paper applies semantic web technology to emergency management of civil airport, does further study on the construction method of the information platform and presents the design and implementing scheme. The mainly works are as follows:1. Collect and gather plentiful documents and data of civil aviation related to be deep analyzed, presents frame design of emergency management and service platform for the civil aviation airport based on semantic Web on a basis of in-depth study on the fundamental service of airport emergency management.2. Present the detailed design of system on a basis of ontology and semantic rules,realize the functions which include the fundamental data management on emergency management?rescue scheme customized and issued?rescue situation monitoring and their realizing processes around the study on kernel of semantic web technology.3. Initially realize web service of emergency information for civil aviation emergency based on semantics by means of improved query and matching algorithm of semantic web service based on semantic similarity, which can provide a strong technical support for emergency management and disposal of civil aviation airport.
