| Nuclear safety is the basis to utilize the nuclear energy peacefully.The nuclear emergency management has already been a global issue for all the countries since the leakage accident of nuclear in Fukushima Japan happened before.As<China Nuclear Emergency Management>published,it represents that China intends to play a crucial role for the improvement on technology of nuclear emergency management with other countries in the worldwide.Therefore,it is a continuous project for China to secure the nuclear energy based on the further research on nuclear emergency management.The purpose of this research is that evaluate the off-site emergency capacity to the nuclear accident in provincial level through discuss and study on the three-level nuclear emergency management system in China,thus,the emergency organization for nuclear accident in provincial level is chosen as the study object in the research.Through the literature review as the first part of this research,it has generated analysis and summary on the existing study related to this research.Moreover,by practice the Delphi method,critical value method and analytic hierarchy process,an assessment indicator system is established for the evaluation on the off-site emergency capacity to the nuclear accident in provincial level.For example,the fuzzy comprehensive evaluation method is practiced to evaluate the off-site emergency capacity to the nuclear accident in Sichuan.Specific to the weaknesses in the emergency capacity,there will be relevant solutions are proposed from four aspects,the construction of emergency organization,the construction of emergency security,the construction of emergency rescue and the construction of recovery.From this research,it provides a more scientific and practical assessment indicator system for the evaluation on off-site emergency capacity to the nuclear accident in provincial level.Furthermore,it as reference helps promote the capacity of nuclear emergency management in China. |
