Strengthening emergency management work on safe production effectively, accident prevention, reducing the loss of accidents and safeguarding people's interests had became a very important work in our country and many enterprises and institutions.Establishing the emergency and rescue system , implementating rapid response and concordant operation on emergency mechanism and carrying out the emergency measures is the premise and basis of carrying rescue actions into effect. The paper is a subentry of a task of Qingzang railway emergency and rescue command information system and it rpovides scientific research on railway emergency ability.On the basis of the author's practical experience , personally investigating in emergency response exercise and analysis on existing research situation, the evaluation index system of railway emergency ability is established.The paper can provide scientific assessment of railway emergency ability using multi - level fuzzy comprehensive evaluation model,and Qingzang railway is taken as an example to validate the practicability of the model.First,on the basis of basic theories of emergency evaluation ,through consulting literatures, survey on- the- spot ,investigating of the experts and other measures, questionnaires on assessment of railway emergency ability is designed to gather related data. With analysis of survey results, evaluation index system of railway emergency ability is established.Second,taking the multi-level and multi-dimensional evaluation index system into account ,on the basis of the researches on the measures which is about comfirming the weight of each index and evaluation criteria,the comprehensive evaluation model of railway emergency ability is established.In the end, Qingzang railway is taken as an example to validate the model, and the fuzzy comprehensive evaluation system is explored with Visual Basic.NET to implement the model. According to the assessment results, recommendations are given about how to advance and improve the ability of Qingzang railway.
