In the increasingly competitive global economic environment, construction enterprises face competition on all sides. Construction enterprises, as the long-term project management organization, should strengthen the building of project management ability, to constantly enhance project management abilities and enhance their competitiveness. Construction companies firstly need to understand their own ability to improve project management. Evaluation model of project management ability provide construction companies with a measure to improve their ability. Project management ability evaluation model can determine the level in which the construction enterprise's project management capabilities lie, help enterprises understand the ability they already have and need to be strengthened, and guide the enterprises to a higher level of project management capabilities through the implementation of specific ways. The model enables enterprises to have stronger project management abilities.The paper systemically explores the project management evaluative theory and methods of construction enterprise. According to the project management features of Chinese construction enterprise, the paper created a five-level project management capacity assessment model, referring to the CMM Capability Maturity Model. The model divides the project management level of construction enterprise, by the order from low to high grade, into five levels:Confusion level, Simple level, Standard-level, Management level, Optimal level. Then, this paper analyzes the main factors influencing construction enterprises'project management, and builds the evaluation index system, including seven-level indicators:the project-starting process capability, the project-planned process capability, the project implementation capacity, the project-monitored process capability, the project closeout process ability, coupled with the comprehensive project management capability and the level of establishing and running the project management system. Then using AHP method to determine the weights at all levels and the fuzzy comprehensive evaluation method to analyze the effects of various factors on the enterprise project management capabilities, the article established a comprehensive evaluation model based on fuzzy comprehensive evaluation. The model quantified the value of enterprise project management capabilities to determine the project management capabilities of enterprise. Finally, with specific cases, it introduces the application of evaluation model of project management ability based on fuzzy comprehensive evaluation.
