Nuclear power has advantages of cleanness and low operating costs. However, with continuous accidents emerging from nuclear power plant, the safety of nuclear power plant has become the focus of the world. Our country has expressly requested that safety and emergency management must be placed as the first priority of nuclear power projects. The topic of this thesis is sourced from the company practice that the author is engaged in nuclear power informatization and emergency management service. The author studied the evaluation of in-plant emergency management capacity under the background of some nuclear accident, which is a strong practical significance for the emergency management of nuclear power plant.The main work and results of this thesis are as follows:(1) This thesis carried out investigations through literatures, practice and relevant theories and methods of emergency management at home and abroad, comprehensively applied expert review, demand analysis, analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, and studied the evaluation of in-plant emergency management capacity based on process;(2)This thesis studied and established a multi-layer in-plant emergency management capacity evaluation index system for nuclear power plant based on three processes;(3)This thesis studied and established the in-plant emergency management capacity evaluation model through analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method which is applied to G Company, and put forward proposals for in-plant nuclear accident emergency management capacity of G Company.Through above discussion, this thesis is concluded as follows:With the sudden event that G Company lost its in-plant power supply as the background, this thesis carried out weight analysis by evaluating the establishment of index system and analytic hierarchy process (AHP) and used fuzzy comprehensive evaluation method to fully analyze its emergency management capacity (before, during and after three stages) and evaluated the whole emergency capacity based on above three-stage evaluation. For some data and theories obtained in the evaluation process, this thesis analyzed factors that affected each stage of emergency management capacity, and for existing insufficiency, this thesis put forward some suggestions for improvement. The comprehensive evaluation concluded that, for G Company, the evaluation degree for management before and during event was "good", the degree for management after event was "qualified", and the degree for whole emergency management capacity was "qualified". It showed that G Company at present have formed a relatively mature emergency management system in response to in-plant emergencies through deeply carrying out routine nuclear security management and continuous technological innovation, but G Company also need deeply analyze and consider the unsatisfied evaluation degree of membership put forward by experts in evaluation against its individual segments of management process during event. G Company shall continuously make improvement and ensure its emergency management level can continuously increase in the aspects of technology and management. The results of this thesis showed that it’s applicable and useful to select AHP and fuzzy comprehensive evaluation method for carrying out in-plant nuclear power emergency management evaluation, a study problem of comprehensive evaluation based on multi-attribute decision.
