The current socio-economic advances in various fields increasingly dependent on electricity, once the grid was sudden disasters (such as natural disaster, man-made destruction, etc) shocks will likely lead to blackouts or power series, which will not only give the normal functioning of society as a whole have an immeasurable effect, also to the national economy and people’s life and even serious damage to the national security. In order to prevent the power grid emergency disaster better, timely and effective response to the impact of the disaster, maintain the normal life of people and social stability, prevention and research on the grid of sudden disaster has important practical significance and application value. In recent years, frequent power grid sudden disasters has brought huge losses to the people and the society in the domestic and international, power grid emergency project management for sudden disasters is presented. So currently in the construction of power grid in China’s top priority is how to power emergency capacity for effective evaluation of the enhancement of power emergencies emergency response capability.This paper summarized the study situation about the research background, research significance and emergency management of power grid in domestic and foreign. Study current situation of the emergency project management on sudden disasters and the characteristic and classification of high-voltage grid sudden disasters, proposed a mechanism for the conductivity causal association between grid sudden disasters. Based on the theory of high-voltage grid sudden disasters emergency management, emergency project management system was built. At the same time, combined with the power grid problems existing in the actual to comb our emergency project management system. To help grid enterprise analysis out emergency work of weaknesses, clear emergency work of direction target, makes grid enterprise of emergency capacity get full, and effective to assessment, paper in followed emergency general theory and regulations policy of premise, according to high-pressure grid burst sex disaster of features, while combines China grid production and management actual, proposed has more full of includes 6 first level indexes and 19 two level indexes of grid emergency evaluation indicators system. This index system covered several important aspects such as emergency rescue ability, emergency early warning capability, training, drilling and so on. This paper also analysis and improve the emergency evaluation index system of power grid which are frequently use in china. Introduces the analytic hierarchy process and fuzzy comprehensive evaluation method for comprehensive quantitative evaluation method based on Multivariate analysis, and by example to prove the feasibility of the method.
