This paper takes Shaanxi Province Hanjiang to Weihe River water transfer project as an example,from the angle of safety construction of hydraulic tunnel,using Analytic Network Process(ANP)to analyze and evaluate the security risk,and puts forward the related risk management countermeasures.In addition,it also analyzes the advantages and disadvantages of several common risk assessment methods,and provides a tool and imitation for the safety risk assessment of hydraulic tunnels.The main research results are as follows:(1)From the actual situation of construction of hydraulic tunnel of Hanjiang to Weihe River Project,combined with the relevant theoretical basis of safety production and risk management,analyzes the advantages and disadvantages of various risk evaluation methods,puts forward the suitable Analytic Network Process for the actual situation of Qinling Mountains Water Conveyance Tunnel to carry out safety risk assessment.(2)Based on the special construction environment of Qinling Mountains Water Conveyance Tunnel,so that the risk management is divided into three steps,which are risk identification,risk analysis and risk assessment.In the risk identification process,through the field survey research,sums up the four kinds of risk factors,respectively as environmental factors,management factors,technical factors and personnel factors,and takes the risk analysis in the accident causes and consequences of the four kinds of risk factors may result.Finally,using Fuzzy-Analytic Network Process(F-ANP)to analyze and evaluate the security risk of Qinling Mountains Water Conveyance Tunnel,gets the fuzzy judgment matrix,calculates the one level and two level index weight,and gets the risk assessment report.(3)Lists the four risk sources may be encountered in the tunnel construction namely as rock burst,water inrush,thermal damage and soft surrounding rock large deformation,and brings forward corresponding preventive measures and solutions.Sums up the core contents of the tunnel safety production and risk management,and puts forward the management countermeasures for the Qinling Mountains Water Conveyance Tunncl.
