Safety risk control is an important guarantee to achieve safe production. Currently,risk-based, human-oriented management ideas are very popular worldwide and systematic,standardized safety management system has been widely adopted in the electricity companies. However, there are certain limitations in these systems becasuse they are not specific to the power grid and sometimes inpractical. In this thesis, power grid safety risk control system is studied with close integration of the substation practical requirements and the central management concepts are focus on "risk-based, systematic, standardized and continuous improvement". Main works in the thesis includes:According to the practices in Dongguan Power Supply Bureau, a variety of hazard identification and risk assessment are analyzed. In specific to different risks, effective risk control programs are designed to prevent risk and reduce accidents and losses. Effective and economical control measures help to control and reduce the risk, quantify the risk, so as to ensure the safety of workers, network and equipment, as well as to provide data for continuous improvement in risk management discipline.Towards the disadvantages in current production safety management system,application in the substation operation system is studied togather with its planning, setting and promotion. The work instructions, operating manuals and promotion program for the substation department are developed. Implementation controls, such as normalization supervision, continuous counseling, regular or irregular track, internal audit system,management review, external audit and continuous improvement scheme are also discussed.Differences in staff qualification make the production risk hard to evaluate and control.A security information management software is developed using B/S mode. Separation in the business logic, data, and the client layer is designed to ensure production safety and enhance the clarity of system architecture and quality of software.The work of the thesis can help the effective realization of the production risk evaluation in the subtation departments, especially in grassroot stations and on-site works.Besides, the software application can collect and analyze basic information about the production safety and provide a guarantee for the security and stability operation of the power system.
