The Hengdaohezi Town Overall Planning Implementation Evaluation Research

As the programmatic document of urban construction and development,the urban overall plan plays a decisive role in the urban and rural planning system.Implementation and assessment of the overall planning are integrated tests towards the progress and problems of the urban planning,which are vital joints in the planning system.In recent years,the implementation and assessment of the overall planning increase gradually in major cities,while these are relatively rare in small towns.It is inevitable that there comes new requirements for the overall planning from the preparation,implement to revision with the rapid development of small towns,the rapid expansion of urban scale as well as the rapid increase in total economic output.Therefore,the development goals of overall planning faces great challenges such as whether the effectiveness,feasibility and sustainability of the planning can keep pace with the times so it is indispensable to timely assess the implementation of the overall planning in small towns.This paper takes Hengdaohezi Town of Hailin City as an example,and is based on the recent development planning target of " Overall Plan of Hengdaohezi Town in Hailin City(2010--2030)".Compared with the development of Hengdaohezi Town in 2015,we conduct research and assessment toward the implementation effectiveness of 2010-2015 planning in Hengdaohezi Town.First of all,this article summarizes the theory and practical examples of urban overall planning both at home and abroad.In addition,this article demonstrated the significance and purpose of the implementation of urban overall planning and conducted researches on the content of assessment including the characteristics,types and methods from the perspective of implementation characteristics of urban overall planning.Secondly,taking Hengdaohezi Town as an example,this paper reviews the planning objectives and construction contents of " Overall Plan of Hengdaohezi Town in Hailin City(2010--2030)" so as to construct the assessment model and evaluation framework of planning implementation,and determines three evaluation dimensions of the overall planning like implementation,effects as well as social influence,according to which,the author constructs the overall plan implementation appraisal system of Hengdaohezi Town through quantitative and qualitative combination of evaluation methods.Finally,the author makes an empirical assessment of the planning and implementation of this project from 2010 to 2015,and summarizes its implementation problems according to the evaluation results of the implementation process,the implementation effect and the social impact.The author puts forward suggestions for the effective implementation of the overall plan,and try to provide reference for the next round urban construction planning of Hengdaohezi Town.
