Research On Evaluation About Implementation Of The Small Town Master Plan

Since the Reform and Opening-up, China’s urbanization has been accelerating continually and the small towns has been developing rapidly. In contrast with the cities, the development of master planning in those small towns also has its own characteristics. Throughout the development of small towns,it can be seen that there were several obvious issues,for instance,the accumulative effect and scale merit was poor in those towns which have irrational structure- large quantity but small scale;severe waste of land resource, low ratio of land utility;inadequate construction of infrastructure and bad environmental conditions. Recently,most theoretical researches on the implementation and evaluation of master planning were focused on the cities,to examine the objective law of the cities’ development,however,it does not suit for the towns for the various affecting factors and the complex evaluating factors to the cities,besides,there are some differences in the policy environment,market development and finance between cities and small towns. Therefore,in this paper,it will seek for a more reasonable and suitable approach to establish a new system for the implementation and evaluation of master planning in small towns,through researching that of master planning in cities and integrating the small towns’ special characteristics.The paper firstly expounds the confronting problem of the establishment and implementation in the process of town planning and its main reasons,which is based on a comprehensive analysis of relevant theories methods which study on the implementing and evaluating system of the urban and town planning in China and abroad,from the angle of improving planning quality and results in practical,and combining the expert consultation to establish a system for the implementation and evaluation of master planning in small towns,to reveal the initial weights of every index and to construct a standard hierarchy for the implementation and evaluation of master planning in small towns,measuring the implementation effect of master planning in small towns from the three fields which are the implementation of planning target,organization and layout of the space and the evaluation of public satisfaction,to provide certain theory basis and reference for the people who are occupied in the relevant works.In the end,taking the 2010 Shengqiao Town Master Planning(in Lujiang county,Anhui province)as a research object,through the established evaluation system to explore its planning,comparing the data of the status quo with the short-range planning,the paper manages to explore the nature of planning implementation and planning mechanism for urban construction and to give some guidance for it in the next step.
