Reflection On The General Planning Method Of Zhongshan Ancient Town With Special Characteristics Based On The Effects Of Implementation

After a long period of exploration and practice,the technical method of planning preparation,implementation management mechanism and implementation evaluation system of large and medium-sized cities are relatively perfect in China.However,due to the late start and the great differences in resource endowments from place to place,development conditions,policy environment,market openness,development stages and dynamic mechanisms,it is difficult for the town planning to carry out preparation and implementation of overall planning in full accordance with the technical methods of urban planning.President Xi Jinping proposed at the Central Urban Work Conference that "To do a good job in urban planning,we must first understand,respect and conform to the laws of urban development and correct the thinking of urban developmen".The overall planning of cities and towns is in a new round of reform,with constantly innovating and breakthrough of preparation ideas and methods.How to compile the overall planning according to the characteristics and development mechanism of towns will be a valuable study.In order to narrow the scope of research,this paper takes Guzhen Town,a professional town with lighting industry,as a case,and takes the implementation effect of Overall Planning in Guzhen Town of Zhongshan(2003-2020)as the research object.Through studying the development model and dynamic mechanism of Guzhen Town,this paper summarizes and evaluates the achievements and existing problems in the implementation of Guzhen Town Overall Planning for more than ten years,thus putting forward the improvement ideas and providing reference for the preparation of overall planning in featured specialized town of Guangdong.First of all,it briefly describes the domestic research on industrial cluster theory,the overall planning of specialized towns and towns and the practical research of planning in small towns abroad.It introduces the location and economic and social development of Guzhen Town in recent years,briefly analyzes the relationship between lighting industrial cluster and town development,and analyzes the development model and power mechanism of Guzhen Town in combination with relevant literature on industrial cluster,specialized towns and new urbanization,and illustrates the objective development regularity of specialized towns.Secondly,the evaluation of the overall planning of Guzhen Town and related compilation and implementation has achieved results,combing the problems in system construction,compilation techniques,compilation contents and implementation measures of the overall planning of ancient towns and towns.Third,according to the development stage and development power model in Guzhen Town,it reflects that the preparation of the overall planning should be combined with the development of industrial clusters and the regularity of urban development.Taking the development of characteristic industries as the core,it solves the development of other urban undertakings systematically through the leading role of industries,and put forward the three criteria of "able to use,good to use and convenient to use" for the preparation of the overall planning.Finally,it gives enlightenment to other specialized towns in Guangdong on the preparation of overall planning.The main content of this paper is divided into six chapters.The first chapter is the introduction,which puts forward the background,object,method,purpose and significance of research in this paper.The second chapter is a summary of relevant research,mainly introducing the research progress in small towns,urbanization,preparation and implementation of overall planning at home and abroad.The third chapter introduces the general situation of the development of Guzhen Town and studies the dynamic mechanism of its development combined with relevant theories and policies.The fourth chapter analyzes the preparation and implementation results of overall planning in Guzhen Town.The fifth chapter reflects on the existing problems and causes of the preparation of overall planning in Guzhen Town from the implementation results.The sixth chapter asks for instructions on the compilation method of the town master plan.The seventh chapter introduces its thinking on the preparation method of overall planning in Guzhen Town for the planning of other specialized towns in Guangdong.The eighth chapter summarizes the views of this paper and puts forward the future research direction through the discussion of the above chapters.
