Protection of historical and cultural heritage of our country course covers three typical stages: to protect the heritage of monomer-based stages to protect the historical and cultural city extends to the main stage focusing on the protection of historical and cultural district, the historical and cultural town stage s. But as an important part of the historical heritage protection system, the protection of historical and cultural towns still in the early stages of research, the study of history and culture of urban conservation planning and evaluation is still very lacking.The entry point for this study is in the historical town of protection on the basis of relevant theories and the use of urban planning scientific evaluation methods to evaluate the implementation of conservation planning of national historical and cultural town along the Chinese Eastern Railway- Hengdaohezi town. Hengdaohezi located in Hailin, Heilongjiang Province, it is the most complete ancient town along Chinese Eastern Railway, is a national project "rescue along the Eastern Railway Heritage Conservation and Utilization of key technology research and demonstration" in important research and components. Therefore, taking Hengdaohezi town as the research example is typicality.Firstly, the implementation of the evaluation plan for the protection of basic theoretical research to make the necessary and basic data collection, namely the protection of historical and cultural towns basis of evaluation methods were reviewed and were studying conservation planning, combined with the value of the cognitive features of the town and river crossings Interpretation of conservation planning, building planning and implementation of the evaluat ion system of protection, use a combination of qualitative and quantitative analysis of assessment and evaluation methods described in the evaluation combines quantitative analysis of Hengdaohezi protection plan implementation were analyzed after implement ation usage were evaluated for Hengdaohezi historical and cultural town conservation planning and work to build a framework for evaluating the implementation of the scientific method to analyze the results of the implementation of conservation planning in the useful experience and problems.
