Research On Planning And Design For Endowment Facilities In Small Towns

In our country, there are large portions of the aging population living in ruralareas. Under the impacts of the agglomeration effects of metropolis, an increasingnumber of young labor move into those large cities, which results in the severeraging tendency and the issue of aging turned more and more obvious. So it isimpossible to provide for the ages only depending on the family. Moreover, atpresent, the constructions of the supporting facilities for the aged population arequite deficient. For this subject planning there is still lacking of the practical andrelative equipment standards for facilities provided for the aged people andapplicative planning methods.The crucial problems is to adjust the planning standard and procedures to establishthe caring facilities for senior citizens in small towns with the aim to furtherconnect with the master plan, regulatory plan, implementation and management aswell as improve the feasibility of caring facility planning on fully combination ofcharacteristics of small towns.In this paper, the author used the following researching methods that fieldinvestigation, questionnaire interview and comparative analysis and the dataanalysis and other methods to study into planning steps and methods of the facilitiesprovided for the aged population in Hengdaohezi town to find out the suitableplanning scheme. The specific researches are as follow:(1) the analyzedframework of caring facilities and planning research are concluded based on thestudy and experience both at home and abroad;(2) Hengdaohezi Town serves as anexample to present the analysis of specific problems in caring facilities and agingdevelopment trend, requirements of caring facilities, layout of the existing facilitiesand planning implementation are also narrated in a detailed way from theprospective of master plan; analysis of location of the existing facilities,implementation of supplementary index and rationality of field controlling indexfrom the regulatory plan; the difficulties of management and planningimplementation are explored;(3) According to the supply and demand difference ofthe facilities for senior citizens, the standard and layout location of supportingfacilities are adjusted combing with the spatial environment and social economic characters of Hengdaohezi Town;This paper focuses on the discussion of the small towns’ old-aged supportedfacilities planning process to connect the special planning of caring facilities forsenior citizens with the planning of other towns and improve the operability of theold-aged supported facilities planning, establishing the guidance and demonstrationeffect of the old-aged supported facilities for other underdeveloped area and smalltowns.
