Research On Beijing Small Town Planning Strategy Based On Implementation Unit

In the past 40 years of reform and opening up,China's cities have developed rapidly,and the ecological protection of major cities has become increasingly prominent.Incremental planning for spatial expansion has obviously been unable to meet the development needs of such cities.It has changed from incremental planning to coexistence of stock and increment planning,stock planning,and decrement planning to a new way to cope with the development and transformation of mega-cities.Beijing has put forward the urban development goal of "reducing the amount and improving the quality",which strictly controls the total amount of urban and rural construction land in the city.In terms of concrete implementation,township is the basic unit,and the task implementation mechanism of "city-level guidance,district-level overall planning and town-level implementation" is established.As an important way to realize the reduction of urban and rural construction land,the implementation unit is not only related to the reduction of urban and rural construction land,but also directly related to the overall development trend of small towns.Based on the analysis of the development process of the implementation unit and the current planning and implementation problems faced by small towns in Beijing,this paper summarizes the experience of other mega-cities in China through the practical exploration of the implementation unit in recent years,supplements and improves the research of the existing implementation unit,and finally puts forward the planning strategy of small towns based on the implementation unit.Specific research contents are as follows:Firstly,at the background and significance level,the necessity of applying the idea of implementation unit in small town planning is analyzed.In the research review,the development history of small towns in Beijing since the reform and opening up and the related policies related to the increase and decrease of construction land are sorted out,and the research progress of the implementation unit is summarized.Finally,the focus and framework of this study are determined.Secondly,in the aspect of problem discovery and analysis,combined with the subject of "Research on the Implementation Unit of the Linkage of Towns and Villages with Characteristics",the paper analyses the current situation of the planning implementation of small towns in Beijing,focusing on the four aspects of land resources utilization,planning and construction sequence,planning implementation cost and land income distribution.Thirdly,in the case analysis,the pilot towns are classified according to the exploratory stage and the mature stage.Four small towns in Beijing are selected to analyze the formation of the implementation unit idea and the main planning strategies from three aspects: planning background,planning strategy and experience enlightenment.Drawing on the planning experience of Shanghai and Shenzhen,the theory of implementation unit is perfected and supplemented,and the operation mechanism of implementation unit is obtained.Fourthly,in the planning strategy,aiming at the current situation of the implementation of Beijing's small town planning,the planning strategy based on the implementation unit is put forward.It mainly gives strategic guidance from five aspects: implementation task,cost accounting,annual implementation plan,legal status of implementation unit and policy guarantee.Fifth,at the practical level.Through the practice of the overall planning of the Hui nationality townships in Tongzhou District of Beijing,the five planning strategies proposed above are implemented and tested in order to provide ideas and methods for the planning of small towns in Beijing.
