Regulatory Plan Strategies For New County District Of National Historic City

Regulatory plan plays an indispensible and pivotal role in China's urban planning system and its irreplaceable status is being enhanced Under detailed construction plans are statutory documents.with its further development in practice.However,due to the strengthened functions of the market,regulatory plan is exposing more and more problems as its operativeness and effectiveness are undermined,and statutory footing increasingly challenged.Located in the Weishan Yizu Huizu Autonomous County,Wei Shan city,and across the ring road,the new district of Wenhua boasts its unique location conditions for development as part of the national historic and cultural city of Weishan and it is a new county district which Weishan strives to develop in recent years.Since construction land of the old district of Weishan has reached saturation and the floating population drawn by tourism saw a year-on-year increase as a result of the booming tourism,it is necessary and imperative to develop the new district so as to relieve the pressure of the old district and provide better protection for this historic city.This thesie focuses on the main problems to be addressed in regulatory plan compilation guide the south district of Mount Wenhua to carry out construction in a healthy and orderly manner and to effectively deal with various uncertainties that lie ahead.On the basis of further study on urban design,this thesis leads up to elastic controlling compilation strategies.It builds the theoretical framework of the regulatory plan compilation for south district of Mount Wenhua with urban design as the guidance and elastic controlling as the technical method,through the fusion research of regulatory plan and urban design,and based on comprehensively analyzing the problems occurring to the regulatory plan for this district.It separates and extends this framework to explore a set of regulatory plan compilation strategies suitable to economically less developed areas so as to effectively guide regional development and construction,by means of conducting empirical research on regulatory plan compilation for south district of Mount Wenhua.
