Research On Optimized Result Contents Of Regulatory Plan In Conjunction With Urban Design

As an important part of statutory urban planning system, regulatory plangenerated a milestone in China’s planning control development. However, with thedeepening of China’s reform and opening up, and the gradual improvement of itsmarket economy construction, regulatory plan also has exposed many problems. Atthe same time, urban design, as a non-statutory planning, is playing an increasingvisible role in the process of urban construction. Based on the statutory regulatoryplan platform, the purpose of this research is to integrate the advantages ofregulatory plan and urban design on result contents’ level, and to achieve efficientplanning control which is able to adapt to changes in the market.The historical relationship between regulatory plan and urban design is makenan entry point. Through combing and contrasting the developmental course of themin our country, this thesis explores respectively their positions in the planningcontrol system, and summarizes three aspects of contradictions between regulatoryplan and urban design, which are control contents, control methods and management.And then, the necessity of the research is put forward. On this basis, oriented to theproblems and contradictions, in accordance with domestic laws and urban designtheories, combining with the experiences of foreign planning control resultconstitution, this paper sums up a technology route of regulatory plan optimizationalachievements in conjunction with urban design. Following this route, with theapplication of conjunction and coupling theory, optimized result contents ofregulatory plan in conjunction with urban design has been deduced, gradually fromthree aspects, controlling area type, controlling content system type and controllingmethods, which concludes statutory document, guidance document, facilityconfiguration document and attachments.For further demonstration of the optimized regulatory outcomes’ operability,this article respectively answers three questions from the aspects of control contents,control methods and management.‘How the optimized result contents adapt todifferent local regulatory plan acts?’,‘how the optimized result contents conductindicators control?’,‘how the optimized result contents carry on the planningmanagement?’ And then, this paper concludes the characteristics of the optimizedresult contents on the operation aspect, comparing with traditional regulatory plan.The research object of this study is the optimized result contents of regulatoryplan. Urban design is the main perspectives of this study, but also the specific meansof optimization study. This research targets at Chinese characteristics, relies of thestatutroy stage of regulatory plan, and focuses on buliding framework of regulatory plan result contents. Further more, this research seeks to join with different localregulatory plan guidelines and echnical regulations, and to endure the test ofpractical operation.
