Effect Research Of Urban Design Elements On The Determination Of Regulatory Plan Indicators

Regulatory plan is the core content in the current urban planning system in our country, which is located in the middle levels of the planning system. It plays a role, which forms a connecting link between the preceding and the following and applies the idea of master plan to the site plan. Results of regulatory plan directly affect the utilization of urban land and urban construction management. To develop a reasonable regulatory index is the most important result in the regulatory plan. It is the important basis of reasonable allocation and development of land by planning management department. But as a result of traditional urbanization seeking lopsided economic benefit, emphasizing execution of regulatory plan too much and technical defects existing in the regulatory index system, it led to a lot of urban historical and cultural features disappear. Urban space and natural environment is destroyed at the same time.To solve these realistic problems, the purpose of this study is to explore a more reliable method of determining regulatory index, perfect the index compilation process, provide practical and reasonable basis for determining regulatory index. This study tries its best to protecting as much as possible of the original city characteristic in the development of the construction of the urban economy. Through on the interpretation of basic concept of urban design theory and the in-depth analysis of the relationship of regulatory plan and urban design, and on the basis of some related theories, case study summary, exploring the theoretical foundation of urban design as important factor affecting the regulatory index. After making clear the content and general method for determining the index system, this study summarizes the main problems at present stage, and seeks the method of using factor of urban design to solve these problems. In this paper the research scope of regulatory plan index is determined to the volume rate.Urban design elements can be divided into macro, meso and micro levels. We need to select the factors which influence the index system. Comparing the effect degree of these factors, and analyze on volume. It sums up the perfect after a comprehensive analysis, rich regulatory indicators set by the new way of thinking, fully embodies the urban design in the important position in the control rules, realize organic integration of the two, in line with the new urbanization on promoting the quality of the urban space environment. Application of the method of technology including several rounds of Delphi method, choose the main volume rate index of influencing factor, then uses the AHP analytic hierarchy process(AHP) to calculate the weights of each factor, and then with the analysis of geographic information system(GIS) platform, draw the plot ratio under the influence of the single factor classification figure. The factor weights after addition of overlay, it is concluded that in the lead of many elements regulatory capacity rate index classification figure. The above step constitutes the boot volume rate index based on the urban design elements to determine the technical route.In case study part, we select the central area of a county town with local characteristics,which is Shayang County of Hubei. In the present and planning for interpretation under the premise of using the summed up the new technical route to the plot ratio index to classification, and comparing with the original index of regulatory plan, to test the result that the urban design elements act on the index of regulatory plan.
