Study On The Planning Layout Of Urban And Rural Basic Education Facilities Under The Background Of New Population Policy

The report of 18 th CPC National Congress puts forward that education is the cornerstone of the rejuvenation of the Chinese nation and the progress of the society,we must carry out the party's education policy,and we should adhere to the basic principles of education serving the socialist modernization.Basic education is one of the main contents of education,the quality of basic education is related to the overall level of education development and the overall quality of the general public.The special layout of basic education is one of the important means to improve the quality of education,optimize allocation of educational resources,and promote the healthy development of basic education through the rational planning and adjustment of the layout of educational facilities.So far,the government has introduced a family planning policy in 1982,the national macro-control of commercial housing in 2008,the implementation of the two child policy in 2016.These measures have made the population structure has undergone major changes,especially the change of population structure in the percentage of school-age children is obvious,however,the changes in the percentage of school-age children on the distribution of basic education resources is extremely important.The approach to adapt to the layout of basic education in the new population policy is that the number of school-age population is predicted,and the traditional three methods(Extrapolation of current situation,birth rate and population structure of all ages)are used to determine the main technical indicators of the basic education according to the overall planning of urban planning.And the two methods(The total amount of residential buildings,the density of employment and the coverage of population and the radius of service)of land use planning are analyzed to verify the rationality of the index by software technology.And then,the main variables and influencing factors of the allocation of educational resources are grasped according to the pattern of urban development and population structure,the distribution of educational space and the allocation of educational resources.Based on the scale effect and the degree of service radius as the evaluation standard of the balance and accessibility of the basic education distribution plan,the reasonable planning plan of the basic educational facilities is put forward.In this paper,through the study of the layout of urban primary and secondary school planning ideas and planning methods,combined with the example of Xiaogan City,and finally put forward the appropriate layout of the basic education facilities in Xiaogan special planning layout.
