As an integral part of basic education, the spatial layout of basic education facilities has an important impact on the balanced development of basic education. The "living circle" takes the basic living needs of residents as the starting point, provides residents with a high-quality living environment, and guides the balanced optimization of the configuration of urban and rural public service facilities. As an important part of public service facilities, the development of basic education facilities has the problems of obvious urban-rural dichotomy and large disparity in facility allocation, which hinders the development of social equity.Based on the theories of public facility location, living circle and equity and justice, this paper summarizes the practical progress of "living circle" in Japan,Singapore,Taiwan and Shanghai,as well as the basis and criteria of spatial layout of basic education facilities, related influencing factors, distribution characteristics, spatial evolution and evaluation at home and abroad. We propose a method to evaluate the spatial layout of basic education facilities in the county from the perspective of "living circle",and take the basic education facilities in De’an County as a case study to analyze its problems and propose optimization ideas and strategies.First of all, through field research and spatial data acquisition technology, the data is integrated and processed and GIS spatial database is constructed. The current situation and spatial layout characteristics of basic education facilities in De’an County are analyzed through the resident satisfaction survey and spatial analysis methods such as nuclear density and standard deviation ellipse, and it is concluded that the current situation of basic education facilities in De’an County has the obvious problem of urbanrural dual structure and spatial layout distribution pattern The spatial layout distribution pattern is unbalanced.Secondly,by improving the coverage degree model and introducing the service area efficiency evaluation index to construct the evaluation model, the coverage degree and overlap rate of 5-minute,10-minute and 15-minute living circles in urban areas and basic-basic-expansion living circles in rural areas are measured by using the evaluation model, and the layout efficiency is comprehensively evaluated and analyzed according to the calculation results It is concluded that the coverage degree and overlap rate of the service area of basic education facilities in De’an County are unreasonably distributed and the spatial layout of basic education facilities in the county needs to be further improved. Finally, based on the abovementioned empirical study, the idea of optimizing the spatial layout of basic education facilities in the county from the perspective of "living circle" and the optimization strategy are proposed. In this paper, the spatial layout of basic education facilities in the county is evaluated by taking the scope of the living circle as the basic research unit, improving the coverage model and introducing the service area efficiency index to form an applicable evaluation method for the spatial layout of basic education facilities in the county.Based on the above method, the spatial layout of basic education facilities in De’an County is evaluated and analyzed, and optimization ideas and strategies are proposed for the problems of the layout of education facilities,in order to provide reference for the optimization of the spatial layout of basic education facilities in the same type of less developed areas in the county. |
