The higher education model has changed from “elite education” to “mass education” Since 1999,a series of universities have expanded their enrollment rates,which led to the number of college students increased dramatically and universities have no choice but to expand their campus area or even set up new campus to meet the needs.Compared with the general construction projects,the new campus construction project is characterized with large construction scale,long construction period,complicated technique and high demand of quality,which caused huge risks in the new campus construction,only realized the risks of new campus construction project,can we assure the smooth construction of new campus.The risk management of project is an emerging science and an indispensable part in project management.Because the time of risk management bringing in China is relatively late,the awareness of risk management still can't be deeply rooted in Chinese enterprises.We can't deny the fact that our project manager and project-related staff lack of awareness of risk management.Furthermore,the current management theory and model are relatively backward,the laws and regulations still need to be improved.Therefore,under this circumstance,research on the risk management of construction project,especially new campus construction project is of vital importance.It can also provide reference for some similar infrastructure projects.This paper reviewed the related theoretical basis of project risk management.first,including the definition of risk,three components of risk,the process of risk management and the procedure of risk identification,and combined with the real situation of SCKJ new campus construction,then illustrated the basic situation of the new campus construction,according to the Delphi method,identified the risks from the following four aspects,nature,policy,economy and management,this paper adopted a risk evaluation model with the fuzzy analysis hierarchy process to establish index system,determine the fuzzy matrix and weight and then calculate the limit order.On the basis of calculation,the top six risk factors are listed as follows: the risk of rising prices of materials and equipment,design risk,capital risk,quality risk,interest rate risk and geologic risk.Last,listing the risk prevention measures accordingly to ensure the smooth construction.
