Along with the development of the western region and the rising of the central region,in our country,chemical industry is vigorously shifted to inland regions along the Yangtze River,a lot of dangerous chemical wharf and the chemical industry park is planned and set up along the river.Nowadays,the middle and lower reaches of the Yangtze River has been covered by petrochemical industry corridor.Due to the characteristics of large capacity,low cost and low energy consumption,water transportation has become one of the main ways for transportation of dangerous goods.The annual throughput of hazardous chemical substance along the Yangtze River has reached 170 million tons,and the varieties of hazardous chemical substance have exceeded 250,which just like a time-bomb that threatens the safety of residents'drinking water and environment.Thus,this article concentrates on the systematic risk assessment of hazardous chemical transportation in the Yangtze River with semi-quantity method.Based on establishing mathematical model and calculating the level index of the harmfulness and spillage of hazardous chemicals and environmental sensitivity,half quantitative calculation of the consequences was realized.The Flowcoast model was used in this paper to develop the convection diffusion equation of the contaminant,the regularities of concentration that hazardous chemical substance distributed in water were got after solving the equation with numerical discretization,and the leaking accident in the typical channel segment was simulated.Based on the calculation of the probability of contamination accident and the weakening degree of the emergency rescue resources to risk,a semi-quantity risk assessment system of hazardous chemical substance transported in the Yangtze River was developed by MES method,the system can output real-time sensitivity of the environment,compensation for emergency rescue resources function and grade levels of risk depending on the basic data.The risk value of the Yangtze River can be visible by matching graduated color,and the system can also provide technical support for supervising the safety of transportation and arranging reasonably emergency rescue resources.It has great significance in raising the anti-fouling emergency ability and promoting healthy development of the hazardous chemical transportation in the Yangtze River.
