The transportation demand of hazardous chemicals has been increasing with the expansion of the scale of the chemical industry.The safety of hazardous chemicals has become increasingly prominent.How to prevent and control the risks in the process of transporting hazardous chemicals is an important issue.Therefore,this paper makes a research on the risk assessment of hazardous materials transportation.First of all,based on the hazardous chemical transportation accidents statistical analysis collected from 2011 to2015 with amount of 270,the risk factors of the accident will be summarized as the personnel,the mechanical equipment,the environment,the management and the hazardous chemicals.Then five kinds of risk factors were systematically analyzed.Secondly,by using interpretative structural modeling method,the hazardous chemicals transportation risk system is analyzed,and the hazardous chemicals transportation risk system ISM model is constructed.According to ISM model,five levels are divided into direct factor layer,indirect factor layer and deep factor layer.The transmission and action path of risk factors are studied,revealing the mechanism of the risk of hazardous chemicals transportation.The results show that the weather conditions and laws and regulations are the deep-seated reasons for the risk of road transport of hazardous chemicals.Thirdly,the fuzzy comprehensive evaluation method is used to construct the risk assessment model of hazardous chemicals road transportation.Based on the ISM model of hazardous chemicals road transportation risk,the evaluation index system is constructed.At the same time,the weights of each risk index are calculated by AHP,and the influence degree of each factor on the risk and the overall risk are evaluated by fuzzy comprehensive evaluation.Finally,an empirical application of the risk assessment model is carried out through an example.The results show that the risk of transportation in the example is very high.According to the results of fuzzy comprehensive evaluation,combined with the ISM model,five aspects of the establishment of hazardous chemicals knowledge management platform put forward specific risk control measures,which include the strengthening of personnel education and training,improve the level of safety management,to ensure the maintenance of transport facilities update,rational planning of transport routes and the establishment of hazardous materials knowledge management platform.It contributes to the hazardous materials transportation risk management long-term mechanism of the establishment.
