By reviewing the literature pertaining to risk assessment of hazmat (hazardous materials)transport by road and identifying the theory and methodology used in previous hazmat transportmanagement and risk analysis, to find out the integrated risk value of Ningbo. Based on the statisticanalysis of hazmat transport accidents cases, the causes, classes and consequences of accidents areinvestigated. By establishing the risk assessment index system during transport, the characteristicsand rules of accident are evaluated qualitative and comprehensive.On the base of intrinsic hazmat characteristics, three kinds of risk enhancing or mitigatingfactors including integrated management, staff quality, and facilities. Presented topographic andgeologic conditions into intrinsic road characteristics as well as meteorological conditions or anyother factors, to get the real value of risk assessment during transport and modified by thecoefficient of accident-proneness.While creating the mathematical model, analytic hierarchy is used to weight the assignment ofindex factors. By using re-risk classification methods, added with the introduction of containerleaked probability, accident-prone factor, and the road accident rate, made the value of hazardouschemicals’ risks more comprehensive and accurately.Finally, as liquefied petroleum as transport in Zhenhai for example, to analysis the transportsection, LPG as well as rise and fall factor, survey the transport enterprises, assess thetransportation value at risk quantity, and verify the accuracy of the model. Using the spatialvisualization of GIS, provide decision-making and route choice for government and hazardousenterprise.
