Based on the theory of hazardous resources in Safety System Engineering and applying the relevant principles in Environment Risk Assessment,this paper makes a comprehensive assessment of environment risk on terminals of liquid chemicals in bulk. According to the quantitative analysis of many risk factors in a region of chemicals terminal,exponents of regional environment risk degree are concluded,which can provide the risk controlling and management with scientific guidelines.The chemical cargos stored and transported at terminals have the potential danger of fire,explosion and the danger of leakage and diffusion of poison. In this thesis,the synthetic risk assessment is divided into three parts,namely recognition and analysis of hazardous resources,analysis of accident aftereffects and the comprehensive evaluation as well.To distinguish the risk factors and the class of risk of each assessment unit in chemicals terminal,this paper conducts qualitative and quantitative analysis of dangerous characteristics of combustion,explosion and toxicity of chemicals in bulk. The overall risk degree of all types of hazardous resource units and the intensity of harm can be obtained on the basis of above analysis.The analysis of accident after effects includes mainly two aspects:economic damage effect and health damage effect. The economic damage effect assessment is conducted with the method of Fire & Explosion Index (F&EI). The health damage effect assessment indicates personnel safety risk.In view of different risk factors and the interaction among them,this paper applies Standard Additive Model of Fuzzy System Engineering to environment risk assessment on chemicals terminal. The result of assessment reflects the integer risk level of chemicals terminal,which can do benefit tosafety management and decision-making.
