With the rapid development of modern cities, the adjustment and renewal of city industrial sites has never stopped since the industrial revolution. Since the 21st century, due to the acceleration of urbanization and informatization. Industrial area with traditional manufacturing as the dominant function is suffering from gradual decline or even being abandoned under the strong impact of the modern service industry and is becoming the urban "misty land" which needs reform on different levels. Thus the renewal of old industrial land has become a focus of urban construction and development because of the serious urban construction land shortage and the deeply rooted urban management concept in citizens'mind. Nowadays, big cities are undergoing population explosion and growing demand for land, as well as the upgrading of the industrial structure and ever growing demand for land. This has resulted in prominent contradictions in city center. Nevertheless, the industrial land in city is not only a limit but also an opportunity for improvement. There might be a relief to this dilemma by optimizing and adjusting the structure of land use.Through combing out the development of urban centers and industrial land renewal and promotion of the related theories and methods, combining with the field investigation of the present situation of urban development in western industrial land in Bengbu, this paper points out the first step of city center renewal is to adjust the imbalanced structure and function as well as solve the pollution of water and soil. In order to tackle down these problems, this paper launched a related study on the functional improvement of industrial land in city central area. To begin with, in terms of functional improvement, this paper starts from the angle of function orientation and function choice. Secondly, it discussed the laws and regulations, the scale of cases and ratio of different functions. Thirdly, it puts forward a proposal for function layout that combines the assessment of pollution tolerance and space accessibility to the central area of city industrial land. Moreover, it makes further adjustment on function layout based on the structural elements, industrial protection elements and functional patterns. Then in pollution control, it analyzes the urgency from making pollution control as the guarantee of functional promotion followed by conservation strategy as well as related theories and methods of the remediation of polluted soil and water. Furthermore, it makes recommendations on city planning management through the study of management system. Finally, by taking the Bengbu West Industrial Park as an example, an empirical study was made on the functional improvement and pollution control of industrial land in the central area.
