In recent years,the development of large cities in China has generally entered a new stage of stock development.In these cities,stock industrial land accounts for a large proportion of urban land.Taking Tianjin as an example,according to the average proportion of international post-industrial metropolitan areas,more than 20,000 hectares of industrial land needs to be renewed in the next 30 years or so.Therefore,how to promote the rational and efficient renewal of the stock industrial land has become an important issue.Through the summarization of related literatures,it can be found that the existing research mainly focuses on promoting the updating of the stock industrial land through means of planning and space design,ignoring the important influence of urban policies and institutions.Based on this starting point,this paper takes the downtown area of Tianjin as an example and analyzes the empirical impact of urban policy changes on the spatial and temporal evolution of the stock industrial land.On this basis,it can be possible to explore the institutional optimization proposals for further revitalizing the stock of industrial land.This study was carried out according to the following logic.Firstly,this study focuses on the development of urban industry and urban industrial land under the specific situation of downtown Tianjin,and on this basis,discusses the definition,classification,internal problems and renewal dynamics of the stock industrial land.Secondly,by combing the urban policies related to the development of industrial land,this study summarizes the stage characteristics of policy changes since 1998 and finds that there exists a spatial response phenomenon synchronized with policy changes in downtown Tianjin.Finally,in view of the important role of urban policies in the updating of stock industrial land,this study proposes institutional optimization recommendations for urban policies to revitalize future urban stock industrial land,based on domestic and international case studies.The results of this research have certain theoretical and practical significance.By pointing out the important impact of long-neglected urban policies and institutions on the renewal of existing industrial land,it will help the central and local governments to formulate policies and optimize institutions in their future urban governances,making the future use of existing urban industrial land more efficient.
