The economic and trade activities are more frequently in the word today. The ability of the environmental and occupational health & safety management involving in the production and operation activities, products or services gradually becomes a kind of necessary elements in the international market competition for the enterprises in every country, which affects the efficiency, stability and development of the enterprise. As the development of science and technology keeps quickly, how to reduce or eliminate security risks through strengthening management to realize the sustainable development of environment and the improvement of the occupational health level is a subject discussed by numerous domestic and overseas enterprises. The EHS management system of the Nuclear Power Institute of China was studied in the paper for the first time. The running effect and existing problems of the EHS management system has been studied systematically. It provides reference for EHS management of other similar research institutes.The main research content and the corresponding production process of the NPIC(Nuclear Power Institute of China)were introduced firstly in this paper. The EHS management system based on the characteristics of scientific research and production for NPIC were described in details, and the relationship between the elements of the EHS management system was also analyzed. Then the operation of EHS management system for NPIC were summarized and analyzed from four aspects including the internal audit and compliance evaluation, performance, realization degree, corrective and preventive actions and so on. The nonconformities and the observation items on the operation of EHS management system found in internal audit and external audit during 2013 and 2015 were finally summarized in the paper. The problems were statistics, classified and analyzed using the method of Pareto Chart and fishbone diagram. The basic factors which influence the operation of EHS management system in NPIC were found and clear. The improvement suggestions for the management of EHS were put forward in the last.The conclusions are drawn as follows:(1) The environmental and occupational health and safety act of NPIC well conform to the relevant laws and regulations and other requirements from the overall situation.(2) The running of the EHS management system promoted the planned works. It helps the achieving of the annual security environmental management, and the sustainable development of NPIC.(3) The running practice fully proved that EHS management system of NPIC was suitable, adequate and effective for the scientific research and production activities.(4) The problems were analyzed using the method of Pareto Chart and fishbone diagram. It has been clear that the environmental factors and hazard identification, risk evaluation and control measures, operation control, emergency preparedness and response, documents and data control, legal and other requirements are the critical problems which affected the EHS management system of NPIC.(5) The research results indicate that the planning, implementation and operation is the key of the EHS management improvement. The corresponding improvement measures are put forward. It helps to eliminate or control the EHS management system problem of NPIC, and improve the EHS management fundamentally.
