China has been striving for the past five years,which has a great leap in the society,economy,culture and political.The fine traditional culture of family and country has been inherited thoroughly.The consciousness of frugality and probity has been formed in the whole society.Because of the decentralization,the functions of the government also changed dramatically.Service consciousness is stronger than regulatory consciousness to the cadres.Government departments need higher performance,so the cadres must have higher ability and comprehensive quality.The public political participation awareness is enhanced,so people pay more attention to the administrative services of government.Therefore,establishing the incentive system is vital to enhance the government credibility construction,improve the overall level of job of the local government,force to promote carry out each work,and to ensure the political stability,economic development,social prosperity,probity culture.Premier Xi once stressed that "Development must not be sacrificed for safety".Safety production has become the foundation of the booming development of various undertakings in our country,but the work pressure of security supervision cadres is more severe than ever before.From macro level,the national safety cadres are more than 1300000 in current,according to incomplete statistics,there are more than 20,000,000 enterprises,in other words,the per safety cadre is responsible for more than 1000 companies.At the micro level,every local security department should undertake the responsibilities of the commission and supervise and guide the safety production work of all the members of the safety council.And it must supervised and inspected the safety investment,security organization,safety management system,safety education training,safety management,the hidden trouble spot check and the risk blower control to form the double pre-control mechanism construction,and the control of the heavy and extra-large safety accident of the company.From the government to the lowest safety cadre,the work pressure and the task become heavier and heavier..Therefore,under the condition of more and more strict punishing mechanism,to incentive the enthusiasm of the safety cadres at the maximize level,and work together to promote the safety production to a new stage,which has great meaning to build much starker choices and graver consequences in security dream.First of all,this article tells the background,the significance,incentive theories at home and abroad in this area,then it introduces some concepts related to safety production.Secondly,based on the questionnaire survey,we analyze and study the grassroots safety production supervisor'sdemand according to the age,education,gender and so on;we also study the evaluation of incentive in grassroots safety production supervisor system.From the result,we find the supervisor has wide demand,especially multiple demands,but the strongest is the underlying demand.The overall evaluation of the positive factors is at a low level,which indicates that the function of the incentive factors should be improved.At last,we combine the related theory with the actual condition of Ding xi city,and put forward some countermeasures and Suggestions.First,optimizing the salary system;second,strict performance evaluation system;third,strengthen spiritual incentive;fourth,build goals and vision;and the fifth is to enhance the social status.
