In recent years,with the rapid development of China’s economy and society,the number and scale of enterprises are increasing,and the problem of work safety is becoming increasingly prominent.As the end of China’s work safety supervision system,the township(street)level is not only the basis of work safety supervision,but also the weak link of work safety supervision.Studying the current situation of work safety supervision at the township(street)level,analyzing and solving the existing problems is of great significance to improve the local work safety situation.Through the investigation of the current situation of L street safety production supervision,this paper analyzes the typical problems existing in the street safety production supervision.Among them,in terms of the responsibility relationship between the street and the superior department,the responsibility division of territorial management at the county and street levels is relatively vague,the distribution of work safety supervision authority between the street and the superior department is unreasonable,and the responsibilities of the street and the County Department on industrial supervision are unclear.In terms of the relationship between the internal departments of the street,the comprehensive coordination ability of the street emergency office is weak,the supervision intensity of the internal departments is not unified,and the joint force of work safety supervision is not strong.In terms of the regulatory relationship between streets and enterprises,the strength of street supervision is not strong,the mastery of business knowledge is insufficient,the "strength" of safety production supervision is insufficient,the strength of street administrative punishment is insufficient,and the main responsibility of enterprises is not implemented in place.The reason for the above problems lies in the unclear and unequal division of responsibilities and rights of work safety supervision at the street level,insufficient attention to grass-roots work safety supervision,loopholes in the construction of grass-roots work safety supervision team,insufficient law enforcement capacity in the process of work safety supervision,etc.In order to improve the work safety of the streets,first,it is necessary to clarify the responsibility boundary between the streets and the higher-level government departments,clarify the boundaries of the territorial supervision rights and responsibilities and the industry supervision responsibilities,ensure the equivalence of rights and responsibilities,and avoid the downward shift of supervision responsibilities;Second,strengthen the coordinated supervision of internal departments in the street,clarify the comprehensive supervision responsibilities,change the operation mode of the safety committee,strengthen the cooperation and linkage of departments,improve the grid construction of safety supervision,and form a joint force of work safety supervision;Third,strengthen the law enforcement and supervision of work safety at the grass-roots level,strengthen the construction of work safety supervision team,strengthen law enforcement and inspection,establish a big data platform for grass-roots safety supervision,and use third-party service agencies to strengthen safety supervision,so as to make law enforcement and supervision more scientific and efficient;Fourth,promote the implementation of the main responsibilities of enterprises,strengthen the construction of enterprise intrinsic safety,strengthen the education and training of enterprise safety production,strengthen the construction of enterprise emergency rescue capacity,and eliminate safety risks from the source.
