Research On The Current Situation,Potential Problems And Countermeasure Proposal Of Basic-Level Safety Production Supervision Mechanism In Shaoxing City

How to better guarantee production safety is a major issue related to people’s livelihood,and the regulatory authorities need to pay sufficient attention to production safety.Basic-level production safety is the basis and focus of supervision.Only when basic-level safety production is adequately guaranteed,can the country’s production safety undertakings develop and build steadily.In the actual production process,the basic-level supervisory department has the best knowledge of the actual production situation of the enterprise,and mastering the real-time production status of the production site is the strongest line of defense for safe production.This article selects the chemical industry in Shaoxing City as the research object of this article,starting from the concept of safety production supervision,conducting case analysis,using the form of questionnaire survey,analyzing the current safety production supervision mechanism of the industry,and summarizing the current potential safety problems of the industry:The first is that the responsibilities of the grassroots supervision departments are not clear;the second is that the supervision power is relatively weak;the third is that the enterprises have not fulfilled their responsibilities as the front line of safe production;the fourth is that the practitioners lack the sense of ownership.These problems reflect the deficiencies of both the enterprise and the supervisory department.At the same time,there are also reasons such as weak safety awareness of production personnel and insufficient skills of production personnel.We need to attach great importance to them.In order to better solve the current problems of safety production at the grassroots level in the chemical industry in Shaoxing City,the safety management experience of domestic and foreign production industries is used for reference.By combining the current production status of the chemical industry in Shaoxing City and domestic and foreign management experience,the experience is summarized:first,to supplement the existing supervision mechanism,first of all,pay attention to the construction of a safe production environment,clearly define the responsibilities of the supervision department,and secondly ensure the first line of production The safety rights of employees and the strengthening of grassroots safety production supervision were carried out in four aspects.Second,to strengthen the construction of grassroots safety production supervision forces,mainly to establish various management systems,stabilize team building,scientifically select personnel,improve professional quality,and invest sufficient funds for safety production to build a safety production team.Third,the company should adhere to the principle of life safety above everything else,cultivate awareness of corporate safety culture,train employees in charge of corporate safety.Forth,to make companies "alarm bells ringing" for safety in production,confrontation between companies and regulatory agencies must be reduced,and cooperation with each other must be promoted and third-party recognition must be obtained.
