According to the requirements of the relevant documents of theState Administration of Work Safety and the Chongqing Municipal People’s Government,Chongqing Municipal People’s Government of Production Safety Commission organized theresearch about the construction of the safety supervisor in qualification, specialization andprofession（hereinafter referred to as "Three management"）, aiming at enhancing the theprofessional level of government safety supervisor and constructing a high-quality safetysupervision team. The main research work is as follows:①The Chongqing district safety supervisor is the research object, so through the in-depthresearch to find that the safety supervision power is relatively weak, the level of lawenforcement and efficiency is low and the professional safety supervisor is not enough inChongqing. According to the problems analysis, the paper considers that defective safetyregulatory system, insufficient understanding of safety supervision, inadequate attention onthe construction of the safety supervision team and so on is the crux of the problem resultingin the above.②For further deepening the construction of safety supervisor "Three management" andinnovating the mode of safety supervision, the research exploringly puts forward the safetyombudsman system, the content including the competent conditions of the safety ombudsman,the quality and ability, etc.that the safety ombudsman should have, meantime develops thepolicies, management mechanisms of the safety ombudsman for the government by listeningto the comments or suggestions of the grassroots safety supervisor about the "Threemanagement" construction of safety supervisor.③The basic context of coordination analysis between economic development and safetysupervisor development is built. Firstly,by analyzing the concept, content,characteristics ofthe economic development and the safety supervisor development, the paper presents theevaluation index system about the coordination of economic development and safetysupervisor development, the index system is made of a number of individual indicators byoptimized combination. Then, based on the index system, a synthetic evaluation methodcombining principal component analysis (PCA) and regression analysis (RA) is put forward. ④According to the results of the data analysis and the theoretical analysis, the researchdevelops the countermeasures from safety supervisor qualifications,specialization andprofessionalization to strengthen the safety supervisor construction and improve safetysupervision validity and quality of law enforcement. In terms of the construction of safetysupervisor in Specialization and Profession, based on Chongqing future socio-economicdevelopment plan, the prediction method of the multiple regression analysis and gray model isapplied, which forecasts the safety supervisor demand of personnel structure (the proportionof safety engineering background, the proportion over junior titles) and the total amount in2014-2020. Meantime the paper proposes a series of targeted countermeasures to ensure thesmooth implementation of "Three management" construction of safety supervisor.Under the new safety situation,"Three management" construction of safety supervisor isthe new way and new method to solve a series of problems existing in the safety supervisionwork, is a beneficial attempt to innovate the safety supervision mechanism. All these are veryimportant and meaningful.
